Executive Vice Presidents of Sales and Marketing for Regent Sevens Seas Cruises and Oceania Cruises are departing the respective cruise brands, owned by Norwegian Cruise Line Holdings, at the end of July 2021.
Both US-based, Randall Soy of Regent Seven Seas and James Rodriguez, Oceania Cruises have been with the respective brands for a combined 50-years. They were both promoted to the EVP roles in January 2016.
Randall Soy

Soy joined Seven Seas Cruise Line in 1990, which eventually became Regent Seven Seas Cruises in 2007. He was responsible for leading the brand’s sales strategy across North America, while also overseeing internal sales teams and business development, and national accounts.
Jason Montague, President and CEO of RSSC said Soy had been “instrumental in building the brand, developing an exceptional team and delivering first-class results”.
“Randall will be hugely missed by his Regent family. We thank him for an amazing 30 years of service and dedication and wish him luck on his next chapter,” Montague said.

Shawn Tubmam, Senior Vice President of Sales will be responsible for RSSC’s North American sales team going forward.
James Rodriguez
Rodriguez was a founding team member of Oceania, and departs after 19 years.
Bob Binder, President and CEO of Oceania Cruises said Rodriguez had spent the past 16 months “assessing and reassessing his quality of life priorities and goals and after much careful thought and reflection, he has decided to follow his heart and family back to a place he has always loved – Colorado”.
Binder lauded Rodriguez, saying the cruise brand “would not be the tremendously successful company it is today without his contributions”.
Nikki Upshaw, Senior Vice President will continue to lead the sales division.
